Sergeants in 5 years and Crow Sergeants Inspectors in 5 years. The variation of the figures given in the above table shows that the

average time for promotion to Lance Sergeant will increase unless

increased numbers in the higher ranks are made.

As regards compulsory retirement it is useful to have

some senior men as Inspectors. Inspectors should be allowed to remain

to 50 years of age, but Sergeants when attaining the age of 45 might be made to retire. Promotion now is given by seniority and merit com- -bined, with pass examinations for each rak grade. If the chief (and

only) consideration was merit, promotion would be quicker for the

smartest men, but the ordinary man would have to remain for always a

Constable and there would be much heart-burning.

E. Change of Uniform.

These are relatively small matters. A change of cap to

the Military pattern would, at a small expense give the men a smarter appearance and more protection against rain and sunshine. The substitu-

-tion of a patrol jacket for a tunic for ordinary wear might be made,

but the men would look more like Revenue Officers or Sanitary

Inspectors. As regards the materials used for the uniforms. The serge

is quite good enough and is really very suitable. In my opinion the

material used for summer uniform is better than white drill; it stands

harder work and white drill so soon looks dirty and shabby. The

Inspectors who wear white drill states it is very difficult to keep

their uniforms looking smart. I cannot give any countenance to the argument that because certain Asiatics wear these materials that the Europeans should wear something else.

14. F. Marriage privileges. A man as a rule joins the Police Force at the average age of 23. He is 28 on his first leave and 34 on his second. It is most desirable that men should marry home wives in preference to local women. Sufficient married quarters are now erected or in course of erection to give quarters for all the number that may reasonably be expected to be married. At present 12 Lance Sergeants are allowed passages for their families, this number has however not been reached at present. The number of married police has lately largely
